Country head of Operations

As Country Head of Operations, you are fully accountable for the direction and performance of the operations organization in the Netherlands. You lead the teams across Customer Networks (Active & Passive), Service Assurance, Operations Support, and Energy Management, together comprising around 50 professionals. These teams are responsible for the telecom infrastructure services (TIS/MNO), data center operations, and broadcasting networks.

You report directly to the Country Managing Director and work in close alignment with the Group Operations organization. In this international context, you collaborate with peers across countries, leveraging shared expertise, standards, and best practices to deliver operational excellence.

In this role you are responsible for:

Operations Strategy & Governance
• Define and execute the Country Operations Strategy in alignment with corporate objectives.
• Implement and continuously optimize the organizations’ Industrial & Operational Model.
• Establish and enforce policies, standards, and contingency plans to safeguard network continuity and service reliability.
• Collaborate closely with Corporate Operations to align governance, processes, and performance.

Operational Excellence & Service Delivery
• Own the end-to-end performance of passive and active infrastructure and managed services.
• Accountable for overseeing service delivery in line with contractual KPIs, SLAs, and customer commitments.
• Guarantee network availability, resilience, and quality in compliance with country regulations and policies.
• Drive continuous improvement and operational efficiency across systems, processes, and technologies.

Engineering, Projects & Technical Solutions
• Lead project management and engineering activities, including service provision, collocation, upgrades, and network improvements.
• Manage complex technological projects driven by customer demand or network evolution.
• Act as a senior technical sparring partner for Sales, contributing technical expertise to bids and proposals and engaging with customers to resolve complex technical and operational challenges.
• Coordinate country-level project programs and ensure alignment with the Corporate Operational Model.

Financial & Supplier Management
• Own and deliver the Operations budget, balancing cost efficiency, quality, timing, and compliance.
• Manage and control external suppliers (engineering, construction, vendors, maintenance partners), ensuring performance, safety, and value for money.

Infrastructure, Assets & Documentation
• Ensure accurate control, update, and storage of passive and active infrastructure documentation, including permits, blueprints, building plans, and inventories.
• Maintain compliance with technical standards, development plans, and service-level requirements.

People, Culture & Safety
• Lead through change and growth, strengthening operational maturity and leadership capability.
• Motivate and develop the team, focusing on individual strengths and strong collective performance.
• Set clear objectives, priorities, and performance expectations while promoting continuous training and capability development.
• Foster engagement, accountability, and alignment with company values and culture.
• Ensure strict adherence to health, safety, and regulatory requirements across all operations.

YOUR PROFILE
• You have an Engineering University Degree.
• You have relevant expertise as Senior Manager in at least one of the business lines under the direction: Telecom Infrastructure Services (Towers/ Rooftops); Broadcasting telecommunications and Data Centers.
• You have worked as Senior Manager in a dynamic technical operational environment, with various challenges for at least 10 years and your leadership style is collaborative, influential and result oriented.
• You know what it means to work in an international corporate organization and have a proven track record in this field.
• You never stopped learning, and you participated in an MBA specialization course or similar relevant topics (Economic, Financial, Engineering).
• Besides your natural technical and analytical talent, with good interpersonal skills, you can establish long lasting relationships internal as well as external.
• You are analytical, have a data driven mindset and able to use the information available to identify, prioritize and solve problems successfully in your daily work.
• You have a strong self-knowledge; you regularly identify the areas for improvement and/or strengths to validate your professional progress and personal performance.
• Fluent in Dutch and English, spoken and written.
